Ernesto Medillen is scheduled to be executed for the murder of two teenage girls. Mexico complained to the Internation Court of Justice that Mexicans being held on death row in the United States were not being informed of their right to consular access and assistance during their trial, a right granted by the Vienna Convention. The Congress is working on a bill that would make US states abide by ICS rulings. And, this is likely to be deemed unconstitutional by the US Supreme Court which has ruled against Medillen stating that the ICJ has no authority in a Texas court. United Nations Secretary General Ban ki Moon has asked for the US to abide by the International Court of Justice ruling. However, that decision will not be made in Washington - Ernesto Medillen's fate will be determined in Austin.
